Start Internet Explorer or Netscape (if it isn't already running)

Click the Open button

Type http://studnet.delta.edu/your username

Press the Enter key

You should see your web page

To make changes to it, open it in NotePad

Make your changes, click on save

Find IE on the Taskbar and click on it to activate it

But why isn't it showing the changes you made?

You will have to use the FTP software program to upload the file again, don't forget to hit the refresh button in your FTP program. (Any time you make changes to a file you have to upload the changes)
